Horse Council
Thirty
members of the Maryland Horse community met in Westminster on June 30th to
launch a new effort by the Maryland Horse Council to address concerns
about Maryland's unwanted horses raised at last year's Maryland Horse
Forum. Representatives of several breed-specific and all-breed
rescues, representatives from humane societies, the Department of
Agriculture, Maryland Horse Council and concerned horse business owners
and horse owners gathered to brainstorm about the most important issues
affecting unwanted horses and share ideas. Led by local horse
farm owner and breeder Vicki Carson and horse owner and meeting
facilitator Mary Sue McCarthy, the group conducted a brainstorming session
to arrive at a list of nine areas to focus upon:
The
group broke into nine sub-groups to discuss specific ideas and
suggestions in each of the categories, and at the end of the session each sub-group presented their ideas to the entire group.
At
the next working group meeting on August 3rd (details below), the Unwanted
Horse Project group will convene to review the list of ideas and discuss
specific positions to recommend for support in a report at the next
quarterly Maryland Horse Council meeting on August 17th. Anyone
who could not make it to the first meeting, but is interested in
contributing may join the next meeting.

On August 4, 2002 the Maryland Horse
Council took the following positions:
The Maryland Horse Council endorses the legal status of
horses as livestock.
This was a unanimous vote.
The Maryland Horse Council opposes legislation to ban the
slaughter of horses for human consumption and opposes legislation that
would ban the transportation of horses to slaughter.
This was the majority vote, with two abstentions
and no opposition.
The Maryland Horse Council supports education efforts for the
care and welfare of horses, supports efforts that govern the enforcement
of current or future regulations ensuring the humane transportation of
horses for slaughter, and supports the development of an infrastructure
for end of life options for horses.
This was a unanimous vote.
